Ms. Hemlata Kheria, Member, NCW visited in Kewalpura Panchayat and Sangaria Panchayat in Sub-divisions of Badisadri, Chittorgarh, Rajasthan on 11th May, 2013

On 11.05.2013, Ms. Hemlata Kheria visited in Kewalpura Panchayat and Sangaria Panchayat in Sub-divisions of Badisadri, Chittorgarh. 

There was gathering of many women from the grassroot levels including the women of anganwari/social worker/SDM/BDO/Sarpanch, Jan Pratinidhi etc. 

Ms Kheria, in her elaborated address detailed the objectives of the National Commission Act and the Rules framed there under. She informed that the sole purpose of the National Commission was to safeguard the interests of women. 

To achieve this end, NCW has been education the women by organising such awareness programmes, not only in urban area, but in the far flung remote areas also. She also advised the officers to make sincere efforts in sensitising and educating the women from time to time and render help at their level. 

She also had an interaction with the Tribal and dalit women hailing from those sub-divisions. 
In a meeting with women of Badisadri and Sangaria Panchayat, the Member noticed that due to many reasons, violence against women was not decreasing in that area. 

Bigamy is still in vogue. Their customary rules which allows bigamy still prevalent in some tribal class. They have accepted this malpractice due to practice, illiteracy and dependence on men. Consequently, both i.e. first and second wife were suffering. The other problem is their husband used to beat them in drunken state. 

Another main problem is child marriage. This custom is prevailing very deeply in this community and area. There was lack of education, either school are far away or whether there are no teachers in schools. 
The other important issue is sanitization. There were no toilets at home. The women have to go outside in the open to meet their natural requirements which occasionally erupted violence by the goons. 

The Member was appalled to view the desperate situation of women created by violence due to bigamy, lack of education, insanitization, etc. Therefore, she impressed upon the civil and police authorities to initiate prompt action to see that schools are run properly, toilets are provided at homes and malpractice of bigamy is discouraged. 

The Member advised the concerned agencies to take strict action in case of default and approach the appropriate higher authorities for stricter. She felt that these remedial actions will go a long way to stop violence against women. She once again advised the women social worker to educate and sensitise the rural women by organising awareness programmes frequently for which NCW will render adequate assistance as usual.
