National Commission for Women held a National Conference titled “Dalit Women : Voices for their Rights and Challenges” coordinated by Ms. Hemlata Kheria, Member, NCW on 16th May, 2013 at Constitution Club of India, New Delhi

National Commission for Women organised a National level Conference on Dalit women entitled “Dalit Women : Voices for their Rights and Challenges” coordinated by Ms. Hemlata Kheria, Member NCW on 16th May, 2013 at Constitution Club of India, New Delhi. 

This Conference was inaugurated by Smt. Krishna Tirath, Hon’ble Minister for Women and Child Development and Shri P.L. Punia, Hon’ble Chairperson, National Commission for Scheduled Castes. 

In her welcome address, Ms. Hemlata Kheria, Member, NCW emphasized on the apathy and discrimination faced by Dalit women at every level. She stressed on the need for developing the network of stakeholders and necessary measures would require to be strategized in order to empower them. Quoting Babasaheb Ambedkar, she said that any such discrimination weakens the nation’s integrity. 

Smt. Mamta Sharma, Chairperson, NCW telephonically given her address and emphasized that there is a need for a special attention on the issues of Dalit women and reinforced the commitment of the Commission for empowerment of Dalit women. She expressed that the deliberations in the Conference would provide a platform for exchange of ideas and result in concrete recommendations. 

Shri P.L. Punia, in his special address, stressed that there are increasing number of crimes/atrocities committed against Dalit women especially in the States like UP and Madhya Pradesh and proposed for sensitization of Judiciary, Police and administrative machinery to address all forms of discrimination and atrocities like manual scavenging etc. He also emphasized on the parity in education system and self defence training to every woman especially for Dalit Women’s security. 

Smt Krishna Tirath, Minister, in her inaugural address, while appreciating the initiatives of Commission express her concern on the vulnerable conditions of Dalit women. She said that the government is make every effort to bring them to mainstream so that they can live with dignity and self respect. She further said that the government is exploring ‘on stop crises centre’ which will provide all necessary support to Dalit women who face violence on any account. 

Documentary on caste system and untouchability, testimonies and two panel discussions were included in the Conference. 

The Conference was also addressed by several Dalit women leaders, academicians and social activists. They spoke about several issues and practices that hinder Dalit women’s progress and empowerment.
