Dr. Charu WaliKhanna Member, NCW Jurist and Speaker on “Child Trafficking Issues & Challenges” at NIPCCD Training

Dr. Charu WaliKhanna Member NCW was Jurist and Speaker on 'Child Trafficking Issues & Challenges' training programme organised by National Institute of Public Cooperation and Child Development (NIPCCD) New Delhi. The programme was part of a two day Training Programme of NIPCCD for Consultants of NCPCR on Child Rights and Child Protection from 30-31 October, 2012

Dr. Charu WaliKhanna, Member, NCW started by provoking consultants to think about why trafficking is happening and who is responsible She said it is important not only to prevent trafficking at DESTINATION point but also at SOURCE. For this it is necessary to create a Database on traffickers, brothel owners, informants, decoy customers, number of cases registered, status of each case, source and destination areas in the State/District and any other relevant information. The information in the Database should be kept in confidential and should be parted only to genuine information seekers.

Member, NCW also spoke on the need for State Governments to develop an Ant-Trafficking Policy specifying victim’s friendly provisions and structures. Since many of the participants were from the State of Bihar, Odisha and Jharkhand, she specially asked them whether the States had Anti-Trafficking Cells at the District levels.
She stressed on the need of form Community Vigilant Groups (CVGs) at the Community Level. The CVGs can help in rescue and rehabilitation of victims at the community level.

Dr. Charu WaliKhanna, Member told the consultants about the need to strictly enforce protocol for pre-rescue, rescue and post-rescue operations of child victim of trafficking for commercial sexual exploitation. She also said that planning is essential before start of operation, contingencies must be kept in view during planning and association with NGO is recommended.

She stressed the young consultants, who were undergoing the training had an important role to play, since they had the talent and power to develop strategies for prevention and elimination of trafficking, which are going to impact children who are the future of the nation.
