Chairperson, NCW, Chief Guest at Inauguration of Gender Sensitisation and Gender Justice Trainer Course and Member, NCW Guest of Honour at Indore

Smt. Mamta Sharma, Hon’ble Chairperson, NCW was Chief Guest at Inauguration of ‘Gender Sensitisation and Gender Justice’ Trainer Course at Indore. The programme was organized by Madhya Pradesh Police in collaboration with BPR&D, New Delhi, at Nalanda Academic Bhawan, Police Training College, Musakhedi, Indore on 25.07.2013. 

In view of the rising crime against women and constant efforts of NCW, Madhya Pradesh Police initiated a series of 6-day training programme on gender sensitisation and gender justice for the police force. The series started with a two day programme on 25.7.2013. 

The programme commenced with lighting of lamp, traditional welcome of guests and was attended by 6 DSPs, 27 Inspectors, 1060 police recruits including 152 female recruits. 

The Chief Guest, Ms. Mamta Sharma, Chairperson, NCW said that NCW was distressed with the rising crimes against women especially in the state of Madhya Pradesh, which according to the NCRB Report ‘Crime Against Women – 2012’ has reported highest numbers of Rape cases accounting for 13.7 per cent of total such cases reported in the country. 

Smt. Mamta Sharma congratulated MP Police for taking this initiative in sensitization of police on gender issues because there is a dire need to remove pre-conceived notions. She stressed that the duty of the police is to serve the public and work for the good of the society. If police creates an atmosphere of fearlessness, serve with dedication and impartiality, then people will certainly respect and praise them. 

She also released revised “Guidelines for Service Providers in case of Violence against Women especially Rape/Sexual Assault for Police, Medical Professionals, Prosecution, Courts, Social Workers, Counselors and Media etc.’ developed by NCW which deal with laws relating to criminal offenses against women including the latest amendment made in the Criminal Law (Amendment) Act, 2013. 

The Chairperson also said that today women are no less than men in any field and gave example of India having women at top most positions such as former President, Smt. Pratibha Patil, former Prime minister, Smt. Indira Gandhi, and many states having woman Chief Ministers including Madhya Pradesh (Smt. Uma Bharti). 

Dr. Charu WaliKhanna, Member, and Guest of Honour addressed the participants and emphasized the need for this training programme in strengthening capacities and capabilities of police forces in dealing with complaints by women. She also said that this sensitization will motivate police personnel to win trust of the public. To strengthen this confidence building measure police should treat people especially women with sensitivity and work to eliminate fear of police from the minds of the innocents. She also stressed on the need for “Guiding Principles” and “Rights of Victims” and said that police should not have preconceived notions of a woman in mind, when a complainant comes to the police station to make a complaint. She said that the Commission receives complaints under 42 categories and most of the cases received from MP relate to domestic violence and police apathy. 

Sh. Rajendra Kumar I.P.S., ADG(Training), Sh. Vipin Maheshwarai I.P.S., IGP, Sh. Vineet Kapoor, ADC to Governor, MP, and Smt. Manisha Pathak Soni, SP, PTC, Indore, also spoke on the occasion. The programmed ended with the vote of thanks delivered by Sh. Jitender Singh, Addl, SP, PTC, Indore.
