REPORT OF THE INQUIRY COMMITTEE ON
SATI INCIDENT
AT PATNA TAMOLI VILLAGE OF
PANNA DISTRICT IN MADHYA PRADESH

FACTS

After visiting the site of incident and meeting the family members of Kuttu Bai, the villagers, and on the basis of deposition, the committee is of the firm opinion that an incidence of Sati took place at Patna Tamoli village of Panna District in Madhya Pradesh. This incidence was third in that village and the Committee saw a structure in the cremation ground which was constructed in memory of a Sati, which took place 52 years ago. The family of the deceased was aware of her intention of committing Sati as she had already told them a few days before when she realised that her husband would die soon. The superstitious villagers were silent spectators and did not try to stop her. Instead, they gathered in the cremation ground with coconut, camphor and other offerings. The local public representatives also did not reach the site of incidence except for informing the concerned police station. Hence, they are accountable for such atrocities taking place in their area. Though the police reached the spot, but their numbers were not adequate. Though the incharge of the concerned police station i.e. Saleha police station informed higher authorities in the district headquarters, yet there was enormous delay in reaching the spot of occurrence. The police has arrested 17 people in this case under the provisions of the Indian Penal Code and not under the provisions of the Commission of Sati (Prevention) Act, 1987. No action has been taken against the guilty persons, who by commission or omission have failed to perform their duty to stop this incidence.
